Same as by the original kicking team, except that the definition of "blocked kick" makes no reference to the line of scrimmage.

I imagine a kick by R that is blocked must by simultaneously touched by R's foot and K's body part that does the blocking.

No, but after contact with the player who blocked it, the ball has to travel forward from that team's perspective. Just deflected doesn't count.

AFAICT it made a difference only in that the touching didn't put players of the kicking team onside. (That's long been a difference between Canadian football & rugby. In rugby you can really be strigged if you just deflect an opponent's kick slightly -- puts them all onside!)

When Fed had return kicks (i.e. kicks following CoP during a down), the spot of the kick was used like the neutral zone in determining the rights of the teams to the ball and fair catch.

They obtain possession of the ball, and then kick it.

Or, they kick the loose ball, which is called a dribbled ball, and rulings from here differ than punts or open field (post-COP) kicks.

In Canada, we may kick pretty much anytime we want.
