enforcement

Wanted to know where the enforcement was from. Sit.:

Free kick. K kicks to R and during the return K1 & R1 each commit a USC foul. R2 was downed at K's 10 yard line. I think this was enforced wrong.

USC Fouls are enforced from the Succeeding Spot and in the order of occurrence (if known).

K USC foul followed by R USC Foul ... 1st and 10 from K's 20 (From the 10 to the 5 back to the 20)

R USC foul followed by K USC Foul ... 1st and 10 from K's 12 1/2 (From the 10 back to the 25 then to the 12 1/2)

K & R USC foul at the same time ... 1st and Goal from K's 10

This makes it seem as if you've offset the penalties. I'm curious to know which provision permits doing so.

If the fouls occur simultaneously, you do offset the penalties. There's no way to penalize them "in the order in which they occur" if they happen at the same time.

And unless it's blatantly obvious, we've been encouraged to notice these fouls simultaneously.
