Enforcement of 1-5-3k

Do you enforce the rule concerning uniform adornments - one unmarked white towel and sweatbands only on the wrist no wider than 3 inches? I've seen a number of high school games (not Texas games) on TV where players still wear wristband above the elbow or on the forearm.

Our state is strict on this. We enforce it. I did have one referee tell me, the umpire, to just ignore some sweatband/play sheets that were wrapped around the forearms of some players.
