Also, keep in mind that while team A and team B are the same throughout a down, Offense and Defense can change depending on who has the ball. Therefore, if B1 intercepts at the B30 and returns the ball to the B40 but B2 held A1 at the B35 the enforcement spot will be the B35.

As soon as B1 intercepted, team B became the offense.

This is not NFHS terminology. There are no "spot fouls". There are however, penalties enforced from the spot of the foul.

Same thing here. It is a holding foul. A penalty is the punishment for the holding foul.
