Rule 10 SECTION 6
ENFORCEMENT SPOTS, ALL-BUT-ONE PRINCIPLE Unless otherwise listed in Section 4 and 5, a penalty for a foul occurring during a play is enforced from the basic spot with the exception of a foul by the offense which occurs behind the basic spot during a loose ball play or running play. This particular foul is enforced from the spot of the foul. |

The rules define the basic spot for every type of penalty.
Next consider who committed the foul: offense or defense = 2 possibilities. Finally, consider where the foul occurred: beyond (downfield from) the basic spot or behind the basic spot = 2 possibilities. That's a total of 4 combined possibilities for the foul: offense or defense, beyond or behind the basic spot. All penalties are enforced from the basic spot but one: fouls committed by the offense behind the basic spot are penalized from the spot of the foul.

NCAA refers to it as 3 in 1. I know, not particularly illuminating either. Just know that they both refer to the same principle (except for where they are different).

Also, keep in mind that while team A and team B are the same throughout a down, Offense and Defense can change depending on who has the ball. Therefore, if B1 intercepts at the B30 and returns the ball to the B40 but B2 held A1 at the B35 the enforcement spot will be the B35.
As soon as B1 intercepted, team B became the offense. |
