2009 Redding question
I'm reading Chapter 11 (penalty enforcement) in the new Redding Guide and on page 150, it's regarding enforcement on a scoring play. It reads:
"If the foul takes place between the td and the try, the succeeding spot is the try. (Next part shaded) However, the offended team has the choice of having the penalty enforced either on the try or the succeeding kickoff. The penalty cannot carry over to an overtime period." Example 11-5: After runner A26 crosses the goal line for a touchdown, B73 slugs A18. Ruling : B73 is disqualified. The penalty may be enforced (next part shaded) either on the try, the succeeding kickoff or in any succeeding overtime period. Does this mean that it can't carry to an overtime period from regulation, but if it happens in overtime, then it can carry to the next overtime, as long as it happens at the end of the overtime? The new rule
2009 Rule 8-2-4
If after a touchdown scoring play and prior to the initial ready-for-play for the try, either team commits any foul for whicdh the basic spot is the succeeding spot, the offended team may have the penalty enforced from the succeeding spot or may choose to have the penalty enforced on the subsequent kickoff. Now, simply because currently their are NO states that begin an overtime with a kickoff, the subsequent kickoff option is not available if the foul occurs during or after a touchdown scoring play that occured on the last timed down of regulation. Restated, while it is commonly said; Fouls occuring during regulation play can not carry over into overtime, this is technically an incorrect statement, as it is only true if your state does not start its overtime with a kickoff. (Currently no states begin overtime periods with a kickoff.) Addtionally, after this touchdown (which occurred on the last timed down of regulation) we are going to have a try. If B commits a foul during this try, A has the option of repeating the try or having the penalty enforced on the succeeding spot which IS the start of overtime. This would be an example of a foul that technically occurred during regulation play, however it may be carried over to the start of overtime. Also, any dead ball fouls occuring during or after the try may be enforced at the start of overtime. Now to answer your question, YES, fouls (with succeeding spot enforcement) occuring during or after a successful Field Goal or Try of an overtime period may be enforced at the start of the next overtime period. NO, fouls (with succeeding spot enforcment) occuring during or after a touchdown scoring play (and up until the initial ready-for-play for the try), of an overtime period, may only be enforced on the try unless the subsequent overtime period begins with a kickoff. And, the Redding play is correct under the current rules.

This a change for 2009. When the rule changed a couple of years ago, live ball fouls occurring during a scoring play could carry over to the subsequent kickoff. Deadball fouls and unsportsmanlike could not, they had to assessed on the try or declined. The change this year allows those fouls to also carry over to the subsequent kickoff/succeeding spot.
In Reddings' guide, anything shaded gray is new for that edition. |

I'm trying to get to get that whole end of period scoring play penalty enforcement down pat. Would these statements be true? : 1) Fouls during end of period scoring plays (td) can be enforced on the try or carry over to the next period, except at the end of the 4th. 2) Fouls committed during or after a successful try or fg can carry over to the next period, including overtime, if it happens on the last play of a period. 3) Fouls committed on scoring plays(td) in overtime can be enforced from the try or carry over to the next ot, if committed on the last play of the ot. |
