2009 Redding question

I'm reading Chapter 11 (penalty enforcement) in the new Redding Guide and on page 150, it's regarding enforcement on a scoring play. It reads:

"If the foul takes place between the td and the try, the succeeding spot is the try. (Next part shaded) However, the offended team has the choice of having the penalty enforced either on the try or the succeeding kickoff. The penalty cannot carry over to an overtime period."

Example 11-5: After runner A26 crosses the goal line for a touchdown, B73 slugs A18.

Ruling : B73 is disqualified. The penalty may be enforced (next part shaded) either on the try, the succeeding kickoff or in any succeeding overtime period.

Does this mean that it can't carry to an overtime period from regulation, but if it happens in overtime, then it can carry to the next overtime, as long as it happens at the end of the overtime?

Thanks
