Where do you set the chains?
Here is an offseason situation.
NFHS Rules: 3rd and 5 from the B 10 yard line. A33 runs to the B 6 yard line. B77 commits a dead-ball personal foul late hit. A33 then curses and shoves B77 drawing a USC. We walk off the late hit to the B 3 yard line awarding a first down to A, then walk the 15 yards back to the B 18 yard line. Is it first and goal or first and 10 from the 18 yard line? |

Since these are dead ball fouls that occurred prior to the ready for play. You were correct in administering the half distance penalty for the personal foul on B, and then the USC against A. The proper ball placement is on B's 18, with it being 1st and 10. The reason for this is that the chains were not set, and the ready for play not blown prior to A's USC foul.
If A's foul had been after the ready, then it would have been 1st & Goal from B's 18. |

...and it would be the same in NCAA Rules too (10-1-5) although (correct me if I'm wrong) my understanding is that the general feeling amongst most NCAA White Hats on such a scenario is that you effectively offset them when half-distance is involved so as not to penalise one team more than another?
