Slapping the FB before it is snapped

Fed Rules, MS game. Noseguard breaks neutral zone, slaps the ball before it is snapped. do you haven encroachment, or something else? I say, i blow the whistle when he breaks the NZ, therefore slapping the ball doesnt result in anything, because the play is already dead. what do you think?

CANADIAN RULING:

The NZ is the 1 yard in advance of the tip of the ball in the direction we're going. That line (the LS) is crossed before the ball is knocked away, therefore the knocking of the ball is just knocking a dead ball away.

There is definitely a flag for offside. 5 yards. First down if LTG is reached. Outside the 3MW: clock on the ready. Inside the 3MW: clock on the snap.

I would warn the NG that he could also be charged for a delay of game, and that if he knocked the ball away again, he in fact will be flagged for two fouls.

You are correct. Also, since you are from KS go to Bowden's site, kshsaa.org and click on football news updates. He has a similiar situation posted as of this week.

Slapping the fullback is definitely a penalty.
