Notre Dame - UCLA timing question

Late in the 4th Quarter. UCLA punts and there is holding by Notre Dame. The penalty is enforced from the previous spot and UCLA punts again. The clock was started on the snap.

After the first punt the clock was stopped to award B a new series. Even with the penalty acceptance shouldn't the clock have started on the ready?

At the end of a legal kick down the clock will restart on the snap UNLESS B actually does put the ball in play in which case it will start on the RFP.

I'm wondering why it assessed from the previous spot. Isn't this a PSK situation? Or was the hold before the kick (i.e. holding someone to make a hole for a blocker to get through)?

According to the media reports on the game, the hold was at the line of scrimmage. If that is so then PSK does not apply.

I'm not up on my NCAA rules (focus on federation) but isn't defensive holding in that situation (prior to PSK) an automatic first down?

It's not.
The only holding call I can think of at the moment that would result in an auto 1st down is if it were a hold prior to a pass against an eligible receiver.

The auto first is only on a pass plays in which an eligible receiver is held and the pass crosses the LOS.
