Penalty?

If the defense encroaches (no contact) than the offense appears to false start. Do you just penalize the defense since they fouled first (NFHS)?

Offsides/encroachment on the defense if they break into the neutral zone

Doesn't matter if there is contact or not, it's encroachment on B.

As soon as the defender encroaches, the play is dead, and it makes no difference the offense does.
