NCAA Play Clock Setting
Normally, when a defensive helmet comes off, the play clock is set to 40. Normally, when there's a penalty, the play clock is set to 25.
What happens when there both a defensive helmet off and a penalty on the same play?

Penalty administrations are 25. The helmet coming off does not change that fact. Now if both an offensive and defensive helmet comes off or dueling injuries, then it is a 40-second play clock.
