In Fed, 8-5-1(b) says:

"Ignored" seems to cover a lot of ground, so in this scenario it seems neither the player who had direct contact with the ball nor the player who blocked him into it could be said to add force, if the question of responsibility of putting the ball behind a goal line comes into play. In addition, 2-13-1 says in part:

a new force may result from a bat, an illegal kick or a muff.

...and since this isn't any of those things, by two counts in Fed rules this can't produce "new force".
