I don't think a law, or any proposed change to the law, would've made one bit of difference on the field in either of these games.
The John Jay incident was clearly a premeditated act on the part of the two players involved (and, it sounds like, at least one ass. coach; and yes, I intentionally abbreviated it that way). This incident seems like more of a 'heat of the moment' type thing.
