The only place that happens around here that I know of is the United Center, and they do not put the floor on top of the ice. They melt the ice, drain the water, and then put the floor in.

I was wondering how long it would take for someone to realize this was non-sense. It would be a pretty amazing feat if they had to do that every time they switched from Bulls to Blackhawks.

That'd be a very expensive transition each time.

Like I said in the OP, also meaning gyms/venues that are not set to room temperature due to lack of insulation, improper heating, etc....
