Closely guarded in enclosed area

Can someone explain 9-10-1b for me? "A player shall not while closely guarded in the front court, control the ball for five seconds in an area enclosed by by screening teammates." Does the ball handler only get five seconds total if enclosed no matter whether they hold-dribble-hold. What about the 6 foot restriction?

9.10.1B explains the two ways two coaches around here do it once in a while. If other team doesn't know that a defender simply needs to closely guard any one of those screening opponents, he will likely foul in frustration.
