NCAA-NFHS difference?

Under NCAA rule set with clock stopping on made basket under a minute, if a sub is at table is he/she allowed in during this stoppage if inbounding team is not in possesion of ball to begin their throw in? Is clock operator required to sound horn, even if inbounding team immediately takes ball out of basket to baseline?

What if there is stoppage for going to monitor(as we have seen in about every close tourney game)?

This is from NCAA A.R. 70. It doesn't cover this situation specifically but it still applies:

While the game clock is stopped after successful field goals in the last 59.9 seconds of play, only those substitutions permitted by rule are allowed. A team may request a timeout and then make substitutions anytime the ball is dead and the game clock is stopped.
Substitutions by rule include injured/bleeding player, etc.

The NCAAM and NCAAW rules are slightly different on when subs are allowed in the last minute of a game.

Bob, I'll believe you since I don't look at the men's stuff unless I have to but the A.R. I posted was from one of those plays that covers both.

I thought the rule was the same. How are the rules different?

There used to be differences but I think the Men's side cleaned up its rules to match the Women's.
