Maybe not a block but it appears the defender has arms all over the offensive player prior to any contact that would have been ruled player control. So maybe not a block but an illegal use call with the defenders arm because that certainly is not vertical??? Thoughts?

Any contact with the arms is incidental here. The major contact is the offensive player's torso going into the chest of a defender with LGP.

Verticality would not even enter my mind, or that of any of the officials' I know and respect, on this play.

Sanzere was not in a position to see the arm contact, only Valentine would have seen that.
