![]() is that an out-of-bounds under FIBA rules? my call is that the first drop was a fumble and then i won't call an OOB because of his momentum...?

Can't say about FIBA, but it should be legal in NFHS.

IF the official judged it to be a dribble, then that would be correct (FED and NCAA rules).
