Out-of-Bounds of Not? (FIBA Rules)

is that an out-of-bounds under FIBA rules? my call is that the first drop was a fumble and then i won't call an OOB because of his momentum...?

Can't say about FIBA, but it should be legal in NFHS.

Seems legal to me too, he loses control of the ball, then steps out of bounds and returns back inbounds before touching the ball again.

Official incorrect. this play is legal under FIBA rules.

Perhaps the official was straightlined and screened by the dribbler's body and didn't see the fumble and thought it was just a standard dribble.

Official also appears to signal a violation and blow the whistle before the player even touched the ball.

IF the official judged it to be a dribble, then that would be correct (FED and NCAA rules).
