Team control is required for a 3 second count.
Team control ends as soon as a try is released.
That should answer the rule aspect.

As for the rest, that's going to be local. Here, we're told to talk them out, especially early.

I'm saddened that more than one veteran official hasn't bothered to learn the 3 second rule.
