I understand and don't disagree in principle. But, how do you have definite knowledge of .3 secs?

The same way you have definite knowledge of 4 or 5 seconds. You can count it. Definite doesn't mean accurate or precise.

Of course, they may have just guessed, but it isn't impossible to have a count even on fractions of a second.

The same way the interp from a couple of years ago allows you to "take off some time" if the throwin is caught and the clock started early.

It was not the math that was wrong. That gym does not allow the clock to be set to 10ths or 100ths. They knew what they wanted to take off and had the operator start and stop clock immediately. They took off .31 instead of .30. Looks like they actually did pretty darn good getting it close.
