Excessively swinging the elbows
In an NCAA D-I women's game last night. Player gets rebound, called for excessively swinging the elbows; officials conference and go to the video for several minutes and they come away from the table and signal intentional foul. I assume they can check the video but shouldn't the official who called it make that determination at the time of the call? I can see checking video for last-second shots, etc. but for intentional or not seems strange.
In our workshop today we talked about the intentional foul in this situation being if the arms are "pivoting" away from the torso and not moving at the same speed as the torso. Any thoughts? |

On the Men's side the officials can go to the monitor to see if there was an elbowing foul. Wish we would have had a monitor Wednesday night.
Don't know the Women's rule.

The NCAA-W rules allow for (in many cases, require) the officials to go the monitor to determine if a flagrant 1 (what you're calling "intentional") or flagrant 2 foul for illegal contact above the shoulders with an elbow did occur.
