Agree.

Even is HS, this could be a block as he didn't get his torso into the path of the shooter until the shooter had left the floor. Sure, the feet were down, but the is not the only requirement. From most angles, this looks like a PC foul but from the 3rd angle right under the basket (25 seconds into the video), you can see his body shifting in after the shooter is up and the contact is still, at that point, a long way off-center...more of shoulder to shoulder...which tells me he wasn't in the path.
