While the C has the best look at seeing whether the defender was moving forward at the time of contact (or when the shooter jumped), the C also has the absolute worst angle to see if the defender was shifting or leaning sideways into the shooter....which is actually far more likely the situation.

What the C does generally have a better view of is illegal hands as the shooter takes the shot...the hits on the elbows and such.
