double dribble?
In attempt to steal the ball, a player taps a pass intended for an opposing player, the ball bounces on the court, and then he taps the ball again which bounces and then he picks it up. If he dribbles would this be double-dribble? Is there a rule-of-thumb to calling the violation in this situation? One tap, ok? two taps is a dribble? Thanks.

Grant A Timeout ???
Some might ask if you would grant a requested timeout by such a player? I'm not a big fan of this circular logic, but it can be used a a rule of thumb.

Agree. It can be one tap and the player has control. It can be three taps and no control. Judgment call.
