Sub at the table and Time Out Requested

Fed rules. The Visiting team requested a TO with a sub at the table. My partner told the VC that he had to wait to grant the TO until the substitutions took place. Is this a general practice? Any sub would be in the game as long as they reported to the table before the 15 second horn.

The coach asked me what was going on.

The ball went out of bounds on the visitors side of the table. My partner (3 person) was trail and I was lead table side. I saw the subs at the table with my partner holding up his hand after blowing the whistle. The VC came walking out on the court so I step forward to ask him what he wants. He replies a 30 sec TO and I blow my whistle and call the TO and start to take it to the table when my partner yells that he has to get the subs in first. No DQ, no injury or uniform issue, just subs. I let it go until I started thinking about it and asked several friends (officials) and a few of them do the same thing. Now I know. Thanks
