I think you can under NFHS, but I don't have my books. I was playing a situation where you have someone on the bench commit an unsporting act but you are not sure who. Seems like I read where you just charge the tech to the bench and indirectly to the HC.

I think it is in small print (sub article) in the Bench Tech section. Or somewhere related to bench techs

Years ago, I was working a game with a fairly experienced official. He was trail (2 person) and he blew his whistle and gave the T sign toward the visitor's bench. Apparently, someone on the bench had made a nasty comment about the officiating. He wasn't sure who said it so he told the coach that he was getting a direct technical unless he revealed who actually committed the foul. At first the coach thought he was kidding, but he wasn't. Since the coach already had one direct, this would have meant an ejection. One of the kids on the bench raised his hand and said it was him. My partner then told the table to charge the kid with the technical and also charge the coach with an indirect. He then explained to the coach what his status was now.
I just shook my head.
