What state? There is no NFHS rule for this, so it will depend on the state rules.

NCAAW: If the foul is on the defense, yes. If the foul is on the offense, no. And, if the foul involves a change of posession (e.g., excessive TO), then yes.

We don't use shot clocks so my knowledge of the subject is very limited BUT doesn't the shot clock reset on all defensive fouls?
