While I applaud the attempt at explaining the "new" elbow rule, I still think the article left out one option in the choices involving contact - contact involving a "basketball play" still could be ruled incidental, and no foul be called.

The only part that's been changed in all of this is the fact that if a foul needs to be called on contact involving an elbow above the neck, a personal foul is no longer an option.
