If there's no contact, then nothing is "preventing" the defense from getting to the spot.

apparently, i am too.

i'm envisioning a point guard dribbling hard right over the division line while being closely guarded by a defender. the guard is dribbling with their right hand. their off hand isn't hanging limply at their side. it's extended to some degree for balance if nothing else. does that help a little?

IMO FWIW, it's judgment. She can't use it as an arm bar to keep the defense away. If she needs it for balance, she might want to take up chess club or debate team or something.
OTOH, if the defense sees the arm and just gives up ground, it's nothing.
