I looked into it, and as byron states, it's silent on the particular topic; indicating to me that there's no legal distinction between copy/paste and typing out a quotation. I see no logical reason to make that distinction, either, so I can only assume you misunderstood my post.

Nope, not at all. I think our postings here, for the most part, constitute fair use.

Paraphrasing would not necessarily excuse what would otherwise constitute copyright infringement.

Nah. If you're citing to a rule in an officials forum to explain a call, or a non-call, or a shoulda-call, then it's fair use to present the rule as written, especially since it is demonstrated that not citing the complete rule can lead to misinterprettion. It fits the fair use balancing test, especially since most participants in the forum probably possess a copy of said rulebook.

It ceases to be fair use if you just post the rule and intend it to be used as a general reference
