Technical fouls before the start of game

An "administrative" technical by both teams prior to the start of the game, is considered a double technical, no shots and continue at POI with the jump ball.
But double technicals, as both teams dunking the ball is handled differently. What's the rationale behind that? And am I correct?

I pondered this myself just yesterday. I'm not an authoritative source, but I noted that coach and bench technicals (which include pre-game dunkers) are charged to actual people, while administrative techs are just team fouls charged to no one. So I think, at some point when some NFHS editors were sitting around in their think-tank interpreting case situations, there was a conscious decision made to declare that minuscule pre-game admin techs by each team might as well be treated as a double foul (vice a false double foul). I don't think there's any more complex logic than this.

IMO (and this just my conjecture, but it works), it is because the individual techs happen at a specific point in time based on some specific action that is penalized.

But, the administrative techs can be considered to occur together....at time 0, if you will. Otherwise, you could have each team waiting until the last second, trying to out-wait the other before making a change to the book. This way, the just get it done and don't cause a disruption as you're about to take the floor for the toss.

As for the administrative penalty for not providing the book by 10 minutes, you could treat that as just changing the book after the 10 minute mark. If they didn't add those names at some point, they would otherwise be starting the game with no players and forfeiting the game.
