I pondered this myself just yesterday. I'm not an authoritative source, but I noted that coach and bench technicals (which include pre-game dunkers) are charged to actual people, while administrative techs are just team fouls charged to no one. So I think, at some point when some NFHS editors were sitting around in their think-tank interpreting case situations, there was a conscious decision made to declare that minuscule pre-game admin techs by each team might as well be treated as a double foul (vice a false double foul). I don't think there's any more complex logic than this.
