Reading is fundamental. The guy actually wants to improve his coaching by attending a referee clinic. I think that's a fantastic idea. I know I wouldn't spend my money on a referee clinic; at least not until I was through teaching and communicating, and just wanted to be in control and enforce rules.

Yo Bdevil, it's "Wolverine." Chico State has run a great team camp for HS girls for years. New HC last year, but they still did it. There is a referee clinic going on at the same time, so what happens is all the girls games get reffed by the clinicians. They do a great job. Here's a link to the CSU summer camp page

I would suggest a beginner's camp of some sort. Further, I'd suggest actually getting out there and working the games; the learning process would be incomplete otherwise.

If you insist on avoiding the court time, you could probably contact the camp organizers and inform them you're just interested in the classroom time. I'm not sure if they'll go along, though.
