Team Control Mechanic

I am in PA. (not sure if there is a state mechanic or not) The question came up about the proper procedure for a TC foul. The only documentation I can find is Fist up, fist out (TC signal) then pre-lim (push,hold ect.) Then point to spot oob where it will be inbounded. (I know that is correct) My question is at the table. I found documentation from a few years ago that says we state color, number and give only the TC signal. With that being said we have been told at different times to do both the TC and what the infraction was at the table. I know this is not a huge deal but does anyone have documentation of a proper procedure?

Sometimes the coach wonders what the infraction was so I may voice that it was an illegal screen especially if the play was away from the benches.

Officials Manual

Page 70. 3.4.2C(4)(d)

If player-control or team-control foul, use the appropriate player- or team-control signal, and only if necessary, the additional foul signal to communicate the type of foul.

I'm not sure what makes it necessary but most will probably recognize it when it is necessary.

I got clarification from the state Int as well. All we need at the table is the TC signal.
