When it's touched legally in bounds....

Once it's touched, there is no team control, but the throw in is over, so it would go to the arrow. Until it's touched legally, the throwing team would still get it via the POI on a double foul.

Either way, it's still the POI.

The POI might be the arrow, and it might be a specific team ("the offense").
