Under FIBA rules there is no concept of "definite knowledge" to help officials put or remove time from the clock.

Is your concern with the fact that no visible count was used, or that there is no reason to count in this situation, other than a reason to fix an unstarted clock error? Or something else?

had not heard this before, please reference.

What i do have is this: From Fiba refs manual 7.1-7:

7. For observing closely guarded player, throw-in and free-throw execution, and eight seconds the official responsible for the play shall use the visible count (Official’s signal no. 14).

Only the last 5, for the eight seconds. At least that's what the ask us here.
