NCAA starting the clock...

Does anyone now who is supposed to chop the clock (L or T or both) in the front court when the ball is being thrown in on the end line? (Without Precision timing)

A couple of us looked through the Men's NCAA Mechanic book and couldn't find a definitive reference.

I've talked to a couple of officials and I'm getting conflicting answers. I would like to hear what people think it is as well as a page number if you have it.
