Player Out of Bounds

Player A1 momentum carries him out of bounds.

A2's pass is about to bounce out of bounds. A1 jumps up from out of bounds and with both feet off the floor, passes the ball back inbounds to A2.

Is this a violation?

If A1 jumped from the OOB area, then yes he has committed an OOB violation upon touching the ball.
If A1 first returned inbounds and then jumped from the inbounds area, then no violation has occurred.

Only to re-word Nevada's response. If A1's last touching of the floor was out of bounds, it's a violation. His location while airborn is determined by his point of take off.
If he were to land even one foot in bounds (while the other is in the air) prior to catching the ball, it's perfectly legal.

Only to summarize Snaqwells' rewording on Nevada's lengthy reply to the simple question, "Is this a violation?",

Yes.
