I believe that a flagant is like the FIBA DQ foul, and the intentional is something like a unsportsmanlike foul.
There are small differences: a DQ foul can be personal (i.e., contact) or technical (i.e., non-contact); in the first case the offended player must shoot the free throws, in the second any player can shoot them. After that there is a throw in at the division line.

The penalty for an unsportsmanlike foul is two FT and ball at the division line; it can only be contact, of course. FIBA decided to drop the word "intentional" to clarify that judgment of those contacts must be based only on what happens, not on the intentions of the fouler.

It must be noted also that the FIBA penalty is one free throw if the fouled player scores (the usual rules about continuous motion apply). Not two as in FED.
