The answer to the above is in POE 1A on last year's NFHS rulebook. That states "The committee expects jerseys to be worn properly and remain on".

Thanks - I took a lazy look at 2006-07 but did not see anything that direct. It's also amazing the collection of rule's knowledge on this forum!
