Maybe because it says so in 3-3-5...

The rule says nothing about actually tending to the player. You are adding that criterion yourself. According to the rule just being beckoned and/or coming onto the court warrants the sub situation.
Don't put your personal interpretation into this rule. The NFHS has specifically asked officials
NOT to do that in POE #5 this year.
