Delay of game

These warnings apply to the NFHS rules. NCAA 10-3-1c states
"Repeatedly delaying the game..." but there isn't a
by-rule method for dealing with the 3 types of delay as in
the NF rules. Interesting that NCAA 10-3-1d has a warning
for failure to "clean up" after a time out:

"Failing to remove chairs/stools immediately after the
warning signal of any timeout and to complete cleanup before
the final horn signals the resumption of play.
1. One warning shall be given to a team that fails to
comply, an indirect technical foul shall be assessed
thereafter."
