Not all delays require a warning.
Note that the Rule 10-3-7d should read "Repeated violations of the throw-in, as in 9-2-11, 12" (it currently reads 9-2-9, 10, which is incorrect).
That is, if an opponent of the thrower-in is reaching over the plane, or a teammate of the thrower-in is OOB, a warning is issued.
However, for other delays, such as those mentioned in 10-3-7a, b, and c, no warning is required nor authorized.
