If a substitute is beckon onto the court, can they be replaced with another substitute before the ball becomes alive?

Yes, as long as the substitute is not replaced by a player that had just left the floor.
The first substitute isn't required to play before he is replaced by another eligible substitute.

Can you give me a reference for that situation? I don't disagree with you, but I would like to know where to find the reference.

altus, FED 3-3-4 tells us that a player who has been withdrawn or directed to leave the game must remain out of the game until the next opportunity to sub after the clock has properly started.

There is no corresponding rule telling us that a player who enters the game must stay in the game until the next opportunity to sub. Therefore, that player is allowed to sub out even if the ball has not yet become live.

It is generally easier to substitute out of the ball game than substitute into the ball game.

I find no specific rule for your situation, but if you digest Rule 3-3 and Cases 3.3. -> you will find when substitution is not permitted such as after warning buzzer, re-entering. etc.

Team A then calls a time-out. At the conclusion of the time-out, (a) A1 is ready to play, or (b) A7 replaces A6. RULING: In (a), A1 may not re-enter the game until the next opportunity to substitute after the clock has properly started. Legal substitution in (b); A6 may leave the game at any time. Substitution restrictions only apply to being withdrawn and attempting to re-enter without the clock properly starting. (8-2; 3-3-4)

The ruling that you are looking for can be found in the year's interps. I think that it is #11 or #12
