Same here. Although last year, I seemed to work with a couple of officials 4 or 5 times. All varsity games are 3-whistle.

I did have at least one partner three times. That may have been a quirk of availability and automated assigning, or maybe he was just crazy enough to agree to work with me that many times
Sadly we're still two-whistle here, even for varsity. But I would imagine three-whistle would let you work with more people.
