Flop? Foul? Why not both?

There has been some debate. Let's see what you might think.

A1 drives to the basket and charges into B2, creating an obvious, player control foul. B2 accentuates the illegal contact with extreme embellishment. 1) Can the foul on A1 be adjudicated, as well as, the faking being fouled scenario on B2?

Perhaps the better question is....2) "Does "faking being fouled" include embellishment"? 3) Or, maybe the best question is "how is embellishment adjudicated if at all?"
