I actually agree that this is probably not very clear. But unless it is stated, this would still be like an out-of-bounds. Now you are right, the 10-second count is new, and that part is reset. But I do not think that the violation in this case makes the clock go back to 30.

In Men's Rules, this is directly addressed. 2-11.6.c.2, it says that it does not matter if it is the FC or BC; a kicking violation by the defense is reset to 20 or whatever is greater.

So I am curious if there is not a similar reference.
