Foul or no?

NFHS rules. Is this a foul?

The angle is horrible. Don't know if the offensive player extended his arm or not.

Might also depend on the "temperature" of the game and what the two players involved had been up to previously.

But, I likely have a foul for an illegal screen

Cool, Calm, Collected ...

An illegal screen (time and distance) will have a calming effect on this game.

Definitely a foul .. who to call it on its hard to tell. The angle makes it hard to tell if the defender is chucking the screener or if the screener clips him.

Would it matter that the white player without the ball is not intending to set a screen? Or, if no advantage was gained? I’ve seen players jog up the court with both hands in the air to signify “I’m not setting a screen, I’m just trying to jog up court to my position”. Is that a thing? And, if so, would that have been the thing for white to do to avoid a foul call here?

Intent doesnt matter.

The "oh im just walking down the court" walking screen has been a thing for ages.

Most fouls are accidental. Raising one's arms up will not absolve one from a foul if they have created illegal contact.

We have to judge if that player is just going to a spot as a screener, or they are doing something or in a way that creates space. As others said, intent does not matter, but an offensive player cannot just cause contact either. One of the reasons it is hard to know if this is a foul either way is because of who actually caused the contact here.
