As far as I can remember: NBC, NFHS, CCA (NCAA Men's/Women's), and IAABO, 'Rubber Banding has never (with apologies to the late J. Dallas Shirely) has never been allowed. That said, I have 'Rubber Banded' for as long as I can remember, 🤣.

I retired from women's college after the 2007-08 and now that I think about it, the Women may have gone to it either a one or two years before or after I retired.

There is so much information that I have stored away, I sometimes access the wrong file in my head, lol. Now you have me thinking that the Men have also changed and I know just the person to ask.

P.S. The more I think about it the CCA Women's Manual allowed 'Rubber Banding' for years before I retired because that was why I was a 'Bad Boy' for so many years officiating H.S. basketball, LOL! I was 'Rubber Banding' for years before the 2007-08 school year.

If "Rubber Banding" is the same as "bumping" it was allowed by our Catholic middle school assignment commissioner, who had to deal with games scheduled an hour apart on game nights.

We were also allowed to bounce the ball across the lane, just break through the crowd to report fouls (not necessarily to move all the way to the reporting area), and to only switch when convenient (always on shooting fouls).

But that was "only" middle schools, and only Catholic middle schools in one very specific local Deanery, not high school varsity games.

Our high school assignment commissioner (who assigns high school varsity, junior varsity, freshman, and public middle schools) and our local interpreter would tell us all the time, "No bumping timeouts".
